"Access to clean water can only be achieved if the superpowers such as Britain, U.S and other European countries work together. Money ( which is also a major issue) is needed to buy equipments to build dams/reservoir. If those countries raise money or offer to help those less fortunate through providing equipments, it will help to halve the propotion of people who have no access to clean water."

"Organisations like the US and EU could all raise money to help people who are in poverty to help themselves e.g. help them to build wells, so that they can support themselves. Wells could be built in villages with underground stream, whereas, those near the river could be set up with filters etc, so they can have clean water. Other ways could be the building of dams/reservoirs."
